I'm not sure about the bolt question but the bearings need packed in bearing grease 'cause the axle seal won't let the gear oil get to the bearings. If your going to to turn the drums don't put the hubs on first 'cause you need the hub with the drum to make sure their matched and you'll waste a seal if you put it on first, like I did.
