More tire/wheel questions

can 900-16's be put on budd 5.5inch wheel with the small size split ring safely? I know it can be done and Ive seen it done, butI'm sure it isn't recomended. Can the tire come off under extreme circumstances? I'm sure many of you have thoughts on the subject. Thanks for your help
