Judd,The way I do it is with a length of roller chain.Get a peice of #55 or larger about 2 feet long with a master link (I got mine from the junk pile).Cut 3 sections of rubber hose to slip over the chain to protect the spokes.Make a circle with the chain around the steering coulum and put the master link in.Now put your three pronged puller on with the jaws pulling on the chain(the roller chain will take a good side load if its not to wore out)When you think things are going to brake if you go any tighter give the hex end of the puller a good sharp rap with a hammer.Hopefully the wheel will pop off.The chain I use is quite large and I don't even put a master in (Don't have one)and it works fine,but the chain is really stiff.You will need to play with the length of the chain to match the size of your puller.
