why would the seller get the bill of sale? If the title contained the buyers (your) name, who would question it. It seems the seller of the vehicle would be the one in violation, not the buyer. I bought two such vehicles last year, an M37 and W500, both belonged to a VFD, on "loan" from the Govt. Me being The pig that I am I just nutted up and BOUGHT THEM, never gave it a second thought.
Oh crap, gotta go the Feds are at my door.
