vacuum over hydralic brakes

My father-in-law has a 28 ft gooseneck trailer with double axles and duals on both axles. I can use it anytime I want but it also has 4 wheel disc brakes that are vacuum over hydraulic, so I need vacuum hookups on my truck. Is there a way to use manifold vacuum for this? He thinks the trailer is about a 1968 model, everything looks stock as far as the braking system goes. It has a regular trailer electical hookup and two hoses. What do I need to pull this trailer? He also said that the brakes hit very hard, they are either on or off. I figure there has got to be a way to adjust them so they work right. Please point me in the right direction on this one.
