If you are referring to the heat control valve found in the exhaust manifold, the function of it is to direct exhaust through a chamber in the intake manifold in order to heat the manifold and the incomming air/fuel mixture for better cold weather performance.
Since coolant does not flow through this manifold, adjusting this valve should have no effect on the temperature output from the heater.
