??? '...plastic medias which do not remove rust very well...'
Then the media used was the wrong one. I do have the good fortune (???) to live in SoCal with mutiple shops in the area with very competitive prices. I have had several frames, dating back in age 35 years that came clean as a whistle with media blasting. There are dozens of media that are use specific. If the rust did not come off, the wrong media was used. Not all of these are plastic, some are organic (walnut shells) some are metal (aluminum, iron etc.) These medias are also much safer than using cancer causing silicas or other types of sand and much less product is used. The main point above is that chemical stripping is a crap shoot and the results can be less than desirable. The depleted chemical strippers are an environmental problem also.
