Andrew,
A full floater implies that the axle shafts only provide torque to the wheels, therefore the axle shafts have much less stress. In a full floater the work of supporting the weight of the truck/car/etc., is born by the axle housing/hubs which are attached to the axle housing. In the powerwagon/M-37 axle there is a flanged axleshaft that passes through and is attached to the hub by studs on the outer hub. Other full floaters may have axle shafts which are splined on both sides.
The cons? Increased weight/complexity.
