I'm confused here, I've never heard of measuring the camshafts OD against the OD of the cambearing (which is what you'd be doing if you measured the block bore without the the cambearing installed).
I believe the wear is measured from the OD of the cam surface to the ID of the cam bearing. As I said,I am confused and the way you've worded it makes it hard to be sure of exactly what you are saying or mean.
