The second option is what I ended up with. My bolts were long enough that they could bolt the shim onto the spring pack and still have enough sticking out the top for full engagement with the nut. The bottom of the shim has a very slight counterbore for good seating of the bolt head while still allowing plenty of bolt head to stick out and into the spring seat on the axle
