Based on your comments and based on the images you posted, it sounds like positive caster is what I would need to use, meaning I would tilt the axle back, meaning the thick end of the shim/wedge goes to the back.
I was planning to do about 2 deg, maybe 3 at the most, similar to your suggested amount.
