Depending on what equipment you have available to your use.
The Steam Jenny is the best answer that you got from Marty.
If you have a 3500psi pressure washer, use it, first scrape off any copious build-ups of oil saturate dirt with a putty knife. When frame is well prepped, use pressure washer to remove debris to the frame's metal, a application of oven cleaner to assist in breaking down oils and grease, will aid in cleaning and applies before final washing.
If you will be buying equipment for a one time use, it may be cheeper to manually remove as much as possible, get one or two cases of oven cleaner, saturate the frame, take it to your local car wash, apply another coat at the car wash then spray it down with the rinse setting (power is usually stronger than wash setting).
Be prepared to apply a primer when completed in cleaning avoiding powder surface rust.
