If you're having problems with vacuum wipers, it's pretty common. Some have improved their performance by instlalling a vacuum storage container. (If a vacuum is an absence of matter, how do you store nothing?) :)
I had a 1968 Ford with a lot of vacuum operated stuff on it and it had a vacuum storage container, so it must help.
