Jay would as well being most of his collection is pre '78 Besides with his $$$ and notoriety he would get a pass, those that have $$$ need not comply with the laws.
Those with $$$ don't admit when they are wrong or have broken the law, they just deny and spend $$$ on lawyers. Regular people like us get the book thrown at us.
