When I was researching to figure out how to restore my steering wheel, I found out it is made of something called, "ebonite", a type of hard rubber compound. It is extremely difficult to restore because the ebonite is much softer than any repair material making it difficult as heck to sand. And the more cracks you fill, the more you find. The cracks I thought to fine to fill, because humongous in my mind after staring at the wheel for hours while sanding.
