I have had that problem multiple times. Usually after having a wheel cylinder leak. I do not replace good shoes just because a wheel cylinder leaked brake fluid on them. I soak the shoes in brake cleaner and that removes the majority of the fluid. The brakes do not suffer in function because of it. However, there may be enough left to draw moisture in between the shoes and drums. I attack this by backing off the shoe adjustment just slightly so the shoes are not actually touching the drums at rest. This keeps the shoes from rusting to the drums. Also I try to drive the trucks more often. This will bake the remaining brake fluid out of the shoes,

This all happens when the humidity is high after a recent brake job and they trucks are sitting. Usually in the early spring.
