Above 25 mph there is more air being blown in, no fan needed. That is why various thermostatic clutches and flex fans were invented.
No harm at 210, wi9th antifreeze and a pressure cap coolant boils at 245. Run it on the hiway will eliminate fan capacity probs.
But did you get the radiator cleaned?
