its a lot simpler and legal to engage a tow service or salvage yard to perform a lien sale and obtain a clear title for the vehicle you have, you can also do it your self if the vehicle is in your possession and meets the requirements of your states lien laws. I have obtained better than a dozen titles for vehicles that way Idaho has simple and straight forward rules regarding titles, and they are enforced well! Some states will provide a 'suspense' or 'probationary' title that automatically reverts to a full title after a set time. Our law enforcement is required to do a VIN check against any tile from out of state and even on the old rigs, they are aware of all the places the numbers will be found on a vehicle so if you try to assign a number to match a title, they probably will figure it out! Obtain a pamphlet on 'how to obtain a vehicle title & lien laws" from your state DMV or DOT, its a simple process but can take up to 6 months to a year to get a title.
