Maybe both, I think. Looks like I did the groove, and also took it to the disc sander to make flats in a few places. The flats don't have to be big, just the total area pf the overflow tube.
The coolant has to come out the top, to the outside, then down. The flats/octagon are for the down-ness. The groove will then channel the fluid around to the overflow tube.
