Harmonic balancer?

Both a Chrysler 242 and a 265 that came out of cars had a harmonic balancer type of pulley attached to the crank and then the fan pulley bolted to that. The 251 on my 1966 FFPW has just a simple pulley mounted to the crank. Why does the truck not have the harmonic balancer type pulley? Thanks
