Combat rims had a steel sleeve inside, when yoiu bolt the two pieces together it pressesthe beads against the rim so they can't spin, even if flat. HMMVs use a hard rubber donut inside the tire to do the same thing.
If you are not going to use a bead-lock, you might as well use a conventional one piece drop-center rim.
But I don't know why anybody does not like the OE split ring design.
