Another possibility:

The relief valve sends excess pressure thru the bypass filter and then back to the oil drain pan. If the filter element is clogged, (or more likely any of the hoses or brass fittings connected to the filter housing or oil drain pan return) you will have excessive high oil pressure because there is no “relief”.

An easy test for this is to remove the INLET oil hose to the filter canister, and let it squirt back into the dipstick tube. Start the engine and see if it reads normal oil pressure. If so, you can check the fittings and hoses and the filter itself to find the culprit.
