You have a mixture of parts. How many gaskets did you use between the PTO and transmission, look fairly wide? The transmission PTO you have is for the early M37 transmission which is not an NP420. It has a different PTO idler gear:

Early M37 CC-1270170

NP420 CC-1668742

Cluster gear on the early M37 uses the same number of teeth on the gears, but it has a different part number than the NP420.

I believe the NP420 PTO housing is a 12546

The big spur gear trans PTO gap between it an the bracket is at max 3/32, very tight, I don't know what it is for the NP420.

I've never compared the two PTO's so I can't say for sure what the differences are other than there appears to be a difference. Look on the frame for any pull marks where the truck could have been in an accident and had the frame pulled to straighten it.
