They were not manufactured as a matched set, so I wouldn't worry about new rings on old rims. I think this is another old-wives (Gordon Maney) tale created out of an over-abundance of caution. Just make sure the rim and ring are free of any rust (probably a given since you are prepping them for paint).
Keep an eye on the gap at the ring though. It should be about 1/16-1/8" when the tire is inflated. If the ends touch you should grind a little off one end to be sure the ring seats completely.
