Is it a T-137 engine? There are some units that specifically require studs in place of bolts such as the TC. The two studs on each side where the driven gear sub-units mount, align the driven gears with the intermediate gear to include proper clearance between teeth. If you remove them and use bolts, the alignment will be off and damage to the gears will occur.

I don't know of a reason on a T-137 engine to use studs to secure the starter other than personal preference to make it easier to mount before securing with nuts. Use either one.
