Well according to my parts books, the master cylinders are the same for the 61 WM300 and the mid 50s PWs, and I can confirm that with the both I have here.
I also don't think the master cylinder is necessarily the reason for the relief, I'm wondering if it is related to something else.
Again, it does look factory but I can't rule out someone modifying it afterwards, I haven't seen many pics of that bracket in my searches, and certainly none with the relief.
