your heater core or hoses could be plugged with sediment. I also have a valve on the top of my head where the heater hose attaches. My heater will not work unless I go out there and manually turn the valve open. I keep mine closed most of the time as I do not need the heat in the cab.

Possible things to do, if the valve is open. I would suggest removing the heater hoses and check that they are not plugged. I would also consider having the heater core flushed. If your heater is like mine all the interior controls do is turn on the fan and open and close a air deflector to force air to the defrosters.
