55PW Cab heater question.

Gentlemen,
My cab heater(Mopar 60 I beleive)runs well but never puts out the kind of heat that I expect. Luke warm air even when it is not that cold outside.

The valve on my engine, head, is open and the heater hoses in the engine compartment are warm to the touch, but the heater never gets hot. Could this be due to an air bubble in my system? Any help or insight would be greatly appreciated.
