Sceaming hot water and a good amount of grease/oil cutting cleaner will get the block clean for assembly. If a steam cleaner or hot water pressure washer is available that is best for blasting out hidden areas. As long as the surfaces stay wet, you don't have to worry about light surface rust starting. Once you've finished the cleaning process take a pump spray bottle filled with WD40 and completely hose down the block top to bottom, inside and out. Then blow excess water/WD40 from the entire block and passages with compressed air. Then once again give it another dose of WD40 from stem to stern and you're done. If you think you may have a little moisture left from the first air blow down, do another cycle of air clean and WD40 treatment. Try to do all the thread hole chasing prior to the final cleaning to prevent contamination of the clean block.
