I had the same issue with my carryall with a V8. I was able to solve it with a little work to the fan shroud.

The fan blade position to the fan shroud is very important. First the hole in the shroud should have about 1/2” clearance around the fan blade. The fan blade should be 1/3 to 1/2 way into the shroud. The shroud should have a lip around the hole. The shroud needs to cover the entire radiator.

If the fan shroud is not as above the fan will not be drawing air through the radiator core. It the space around the fan blade and the depth of the fan into the shroud, you will get a lot of turbulence at the fan blade tips and air flow will be poor. Obviously, if the shroud doesn’t cover the entire radiator there will poor air flow. Electric fans usually cover only part of the radiator so there is only air flow through the radiator where the fan is located.

When I fixed my carryall, I used sheet metal to fill in the excess hole and center the hole to the fan. Then I bent an L shaped piece of sheet metal to fit the hole in the shroud and form the needed lip. I used pop rivets to hold the sheet metal in place.
