After doing some research, I think his comment may have some merit, even if indirectly.
The change back to the locking knob and wire seems to have taken place roughly about the time they quit offering the mechanical engine governor for the Power-Wagon.
So just an educated guess: Maybe they found out very early in production that the locking knob and wire did not "lock" good enough to be used with a mechanical governor during stationary use, so they changed to the toothed rod design - across the board for all trucks off the assembly line. (They could not very well predict when an existing owner might order a governor through the parts department for installation at the dealership). Then, when they started to get away from the possibility of governor orders, they switched back to the locking knob and wire, albeit with a new T-handle handle in place of the knob.
When using the hand throttle with the governor there are really only two positions on the toothed rack that are of any use, idle and wide open. The governor controls the engine speed to a small range right between these two extremes as long as the hand throttle remains in the wide open position. Moving the throttle to the idle position limits the governor to run the engine at approximately 1000 rpm (the very low end of the governored range. There is a lot of force pulling against the hand throttle and I am speculating that a locking knob an wire would slip.
I'll have to look into this more after the Rally.
I will be taking some knob and wire throttle control parts to the Rally with me. You still have time to catch a plane to Iowa to see them in person.
