Also, the two twist locks were different designs.
I have never had a truck with a twist lock as I have never had one old enough or new enough. All of the trucks I have had had the toothed control and none came from the factory with governors. I would think the twist lock kind would be a lot easier to use but would probably wear out over time. I have some parts but not a complete assembly of either twist kind.
