I've been using Chassis Paint by Magnet Paints. Apparently similar to Rust Encapsulator by Eastwood and POR. 1/2 the price of the others and allows you to use on non rusted as long as it is scratched up. Comes in different colors and also has a UV protected version. I've mixed it w micro balloons to make bedliner and works great. Check out their website for particulars.
