I use Rust-Oleum's Rusty Metal Primer. Apply it using a paint gun is the best way with 15-20 % dilution using paint thinner, it also comes in spray can. You can apply it on clean or rusty metal once heavily rust has been removed. It dries to a thick hard coat, doesn't peel, doesn't flake, does an excellent job preventing new rust.
