The carburetors on M-37's use a vacuum operated enrichment arrangement. The vacuum piston has a leather cup which can dry out or the bore it rides in can become dirty. Take the top off the carb and clean the bore and look at the leather piece. While in there look at the accelerator pump, it works the same way.
