That's a capstan winch. The outside spool (nicknamed a Cat Head) was used for lighter work with a rope. The operator would loop the rope around the spool 2 or 3 times and use it for dragging power lines or other lighter material. It always turns when the shaft turns, whereas the cable drum is able to be disengaged from turning.
Yes, that's a snatch block that belongs to a friend who does logging. It's made for 1" cable. I have a couple of smaller ones that are made for 3/8". Skookum is one of the older and better brands. Ball bearings inside instead of bushings like the imports. If you are looking for one, try EBAY. Or catch me in a good mood and I might sell you one of mine. :)
