Let me look up some of the Virginia DMV methods of trying to get a title other than the "Abandoned vehicle"one. I think Dr.Dave might have something and i two know that it is possible with this. I would research it really well especially with Virginia DMV because once you pull the trigger there is no backing up.Go to the DMV page and study this abandoned vehicle one as it worked for me and about all of the military Dodges in my area have got one with it. Report back on it.
