Have you tried adding a new profile to your PC? Sometimes a corrupt profile will cause strange problems. Also, have you tired turning off virus, spam protection?
Assuming you are running WIN10.
Select Start > Settings > Accounts > Family or Other users.
Under Other users > Add other user, select Add account.
You can add another user, or add account without having a Microsoft Account.
