The dash did not change at the starting serial number for the Detroit built model B-3-PW Power-Wagons. The Detroit starting number was 83922501. The dash changed at serial number 83922967, 466 trucks into the model run. I do not know how far ahead, or behind, of Detroit the Los Angeles plant was, but I think it would not be more than a couple hundred either way. Depending upon his serial number, that could be the correct cab on his B-3-PW.
