California is just anal enough to do that. Sacramento county has banned most diy car repairs including farmers repairing their equipment restricting truck parking on the farms. No oil changes allowed as they are afraid of envy contamination.
Years ago the head of our county did his best to shut down every junkyard, every dairy and anything else he didn’t like. Then he tried to take people’s land or it’s use without paying. In rural areas he wanted 200’ easements along streets and rivers, dictated that no more than around a 1/3 of the land could be cleared/used. Then he wanted a walking/hiking trail from the mountains to the Puget Sound. My friends were in the path of that one. The county was going to take a 100’ wide right of way from them again without consideration.
We finally got rid of him when Obama nominated him for the housing department. He lasted about a year and came back with his tail between his legs never to be seen again in local politics.
