(1) Horizontal fins are a press fit - I gently move them down or up with a flat bladed screw driver. They make radiator combs but finding one is next to impossible - generally I straighten fins with a flat screw driver and a set of needle nose pliers. I find an area about as wide as a finger is more than enough
(2) zig zag fins that run between each tube are tougher - I push them away with a screw driver - other trick is flat tin on each side of the tube to make a little heat shield and wet towels on top to pull the heat away.
Gunked up tubes are pretty hard to do - the heat will pull the gunk towards the area you are attempting to solder and contaminate it.
