You are correct this is NOT a seizure. The individual states would buy them from there owners.
That said, the difference between voluntary turn in of your old car, and the mandatory scrapping of said car is the stroke of a pen. At the risk of sounding paranoid, this is how the government ‘gets’ us, through methodical and incremental removal of our freedoms; today we’ll buy your car, tomorrow we’ll take your car.
The only way to stop 'incrementalism' is to NOT start it. There is still a need to write your representatives to get this thing stopped.
I apologize if I mislead anyone; things like this just get my Irish up!
