Good luck finding a good fusebox in the junkyard for a 1975. Everyone I see is burnt up around where the heater blower fuse goes. The wiring is obviously not big enough for the heater blower motor...
I can't see in my mind's eye what you mean about a "band" in the steering column... Could you clarify?
