You'd have to call Adelman's and ask since their stock varies. Last time I talked to them, they had a lot of 4BT/BTA configured as construction blocks. Bassically, the engines are the "older" version of the engine with a mechanical injection control, two valves/cylinder, and non-EPA cert for highway use. They also have the oil pan sump in the front. To use them in a M37/Powerwagon, you'd have to rotate the oil pan (it's symetrical and designed for this). You likely would have to change the flywheel adapter depending on what application it was set up for. Good news is that most construction units are set up for 24volts, but that Adelmans has a bunch set up for 12volts as well. Swapping that aspect is not difficult either.

I think, in general, that the ISB3.9 (four valves/cylinder, electronic control on the injector pump) is a little new for used ones to be showing up unless you run into someone who has gotten thier hands on a wrecked truck.

Your local Cummins distributor would be happy to sell you an ISB3.9 configured to your specifications, but try not to faint when you are quoted the price... (it seems all new diesels tend to send folks into sticker shock)
