You might be able to find a lawyer to take it on, and you have a case, but the cost may outweigh the gain.
Banks do this all the time. Even credit unions get in on it when they can. Those fees are pure profit for them.
Credit union did the same to us with directly deposited paychecks after we got married. They'd hold off releasing the funds, run a check, collect the fee, and then release my money. I finally sold a truck and put that money into the savings account with auto transfer so they couldn't play anymore. That money has been there ever since.
