When you buy a new bearing it has to be washed with solvent or gasoline to get all the small pieces of metal out from manufacturing. I've bought new bearings and had a sizable chunk of a race fall out. Inspecting the bearing, the race was fine, just a piece falling into the bearing during manufacturing. No sure all shops do that.
