According to the Military Maintenance Manual T/M 10-1209 covering the WC12, 13, 15, 16, and 18, models, Section 89, "Pedal Location - Backward travel of the pedal is limited by the floor board. No adjustment is provided."
The adjusting collar is used to adjust the amount of free play only.
