I got this image from my 1955 Dodge Trucks C-1 series Shop Manual. The image of the frame is of course wrong. Typical of images in Shop Manuals. I believe it is looking up under an M37, but in any case it is a NP200 case and it is mounted "above" the frame crossmembers. Whereas the NP200 hangs below the crossmember on our civilian Power-Wagons.

The concept is the same. Just imagine all of the parts rotated 180 degrees. The bolt would go up from the bottom, through the mounting bracket insulator, through the insulators with the mounting brackets sandwiched in between them, and through the crossmember with the washer, lock washer, and nut accessible through the plugs in the floor of the truck cab.
