I was wrong. It is for shimming the engine to align the axis of the crankshaft with the axis of the input and upper output of the transfer case. This would imply that the transfer case should not be shimmed, but rather tightened up against the insulator spacers, compressing the insulators in the process.

This would make sense. If you have the later hard control rod for the parking brake, as opposed to the earlier cable, changing the orientation of the transfer case can cause binding of the rod between the case and frame crossmember. There is not much room between them.
