hi. i think the tanks are high enough to flood the the crankcase through the pump, but nor high enough to flood the carb. the motor ran perfectly at winterizing time. i changed oil at seasons end. fuel could, i hope, only have entered through pump. i ordered new pump and i drained all fuel last night. tonight new filters and oil in advance of installing new pump. if prob is fixed, i will change oil and filter a couple more times to make sure all fuel is out.
